Utility Services Fees – Effective 10/02/12
MONTHLY WATER/SEWER RATES.
The WATER AND SEWER IMPROVEMENT PROJECT ORDINANCE FOR THE CITY OF CRAWFORDVILLE, GEORGIA provides that “All usage fees and/or sewer rates for the use of the city water and sewage system shall be set from time to time by resolution of the city council. The city council adopted Resolution 2012-005, on October 2, 2012, which set the following rates:

REQUIRED DEPOSITS AND INSTALLATION CHARGES.
APPLICATION FOR WATER AND SEWER SERVICE. The customer shall make application for water and sewer service, in person, at the City Hall of the City of Crawfordville, Georgia, and at the time said application is made shall make a cash security deposit of fifty dollars ($50.00) for water service and cash security deposit of fifty dollars ($50.00) for sewer service. All water and sewer deposits are to be paid with cash, money order or cashier’s check. (Resolutions 2004-002 & 2006-001)
CONNECTION FEE. Each customer subscribing to use the water and sewer services of the City of Crawfordville shall pay a connection fee of two hundred fifty dollars ($250.00) times the number connections desired for water service plus actual cost for service line installation and two hundred fifty dollars ($250.00) times the number connections desired for sewer service plus actual cost for service line installation. (Resolution 2004-002)
RECONNECTION CHARGE. Water and sewer service shall not be reconnected until customer’s delinquent bill, including penalty and disconnect charges, has been paid in full. Should such customer thereafter desire to be reconnected to the water and sewer system, a reconnection charge of thirty dollars ($30.00) for water and thirty dollars ($30.00) for sewer shall be collected. Bills shall be paid at the City Hall of the City of Crawfordville and a failure to receive bills and notices shall not prevent such bills from becoming delinquent nor relieve the consumer from payment of same. RETURNED CHECKS. A returned check fee of twenty-five dollars ($25.00) shall be applied to any account when a check received in payment is returned by the bank, for any reason. Such an account must be paid in full, in cash, before service is restored. (Resolution 2004-002)
METER READING - BILLING - COLLECTING.
Bills to customers for water and sewer service shall be mailed out on such day or days each month as may be determined as desirable by the city. The failure of water and/or sewer users to pay charges duly imposed shall result in the automatic imposition of the following penalties:
|(A)||Nonpayment by the 15th of the month will be subject to a penalty of ten percent (10%) of the delinquent account.( WATER AND SEWER IMPROVEMENT PROJECT ORDINANCE)|
|(B)||Nonpayment within thirty (30) days from the date due will result in the water being shut off from the water user’s property.|
|(C)||Nonpayment for sixty (60) days after original billing date will allow the City, in addition to all other rights and remedies, to terminate agreement, and in such event, the water user shall not be entitled to receive, nor the City obligated to supply any water or collect any sewage under this agreement. SURCHARGE APPLIED FOR SERVICE OUTSIDE CORPORATE LIMITS.
Customers subscribing for water service from the City of Crawfordville to serve properties outside the City’s corporate limits are subject to a 50% surcharge on all fees. These include minimum charge, usage charges, deposits, connection fees, reconnect fees, and returned check fees. If the out-of-city customer is required to also pay actual cost for service line installation, this cost will not be subject to a surcharge.
It is not the intention of the City of Crawfordville to punish customers, who due to no fault of their own, experience the loss of a large amount of water due to a leaking waterline.
The City of Crawfordville has set special rates, of limited duration, for customers that accidently experience the loss of a large amount of water. This special rate consists of two components:
- Normal water and sewer usage charge based on average usage for the last 3 months or the same month last year, whichever is less. Usage for customers with less than 3 months service shall be based on the average usage for the months available. If a leak occurs during a customer’s first month of service, usage will be based on the minimum bill allocation.
- Water consumption, above the amount allowed in Step 1, will be priced at the City’s lowest rate. No sewer charges will be added to those calculated in Step 1.
This special rate may be applied to a customer for not more than two consecutive months. This will allow a customer to become aware of a hidden leak, when the City utility bill is received, and have time to make repairs.
To receive this special rate, a customer must notify the City that they have or had a leak and request help with their utility bill.
Nonprofits – Limited Use
The City of Crawfordville has set special rates, for non-profit corporations that use their property three or less days per month. This special rate is limited as follows:
- The rates only apply to months when usage does not exceed 500 gallons. For any month when usage exceeds 500 gallons, the current basic rates applicable to all other customers shall apply.
- The special rates for qualifying non-profit corporations are one-third of the current minimum charge for each service available at the location. Currently the water charge is $6.00, and the sewer charge is $7.00.
All other rules applicable to water and sewer customers shall apply to these customers. Customers with delinquent accounts do not qualify for this rate, unless the account is first paid in full.
To receive these special rates, a customer must notify the City that they are eligible to receive them under the above terms.
If utility services are turned-on for an event and then turned-off afterward, payment must be made in advance. If the payment is by someone other than the non-profit corporation, it must be by cash, cashier’s check or money order.
